WWE are extremely insular in the way they present themselves, they will only feature wrestlers that they either raised themselves or have broken into their style through developmental.
Other promotions will happily go outside of their roster in order to promote a match that will draw people to their events. Like New Japan for example. This year they've had bouts featuring NWA and CMLL titles on the line on New Japan shows, they've even allowed their titles to be defended (and in one instance lost) in other promotions.
The match above is the same principle and taken from 2009 when they hadn't yet realized how ridiculous a working relationship with TNA was (hello Okato!)
